Rick and his wife Debbie reside in Clyo, Georgia. In 1969, Richard joined the Navy where he worked as a sonar technician aboard a nuclear powered submarine until 1973. He has over 30 years employment experience in various areas of U.S. Military government contracting by some of the top 100 U.S. Companies building and selling U.S. Military equipment. Throughout his career, he has worked in various types of U.S. Military Government programs, including areas of shipbuilding; foreign military sales; and, aircraft design and development programs. Over the span of his career, Rick has worked for several major U.S. corporations, including Intermarine USA, General Dynamics, Hercules Corporation, Sperry Corporation, Stromberg Carlson Corporation, and General Electric.
Rick and Debbie are one of the original founding families of the St. Boniface Catholic Church in Springfield, GA, and Mr. Rafter was recently ordained into the Diaconate. Rick currently serves on the Board of Directors for the Effingham County United Way organization and is the Chair of the Effingham Hospital Authority.
